Early Permanence

Together for Adoption are proud to be part of Adoption North West who are launching a new adoption recruitment campaign from 24th August 2026.

Adoption agencies from across the North West are working together to find adoptive parents and loving homes for children in our care, and to consider Early Permanence.

There are children across the North West waiting for loving homes.

Between 1 April 2025 and 31 March 2026 across the North West:

  • 67 children were placed in Early Permanence placements
  • 12 children (18%) were placed when they were under one week old
  • 36 children (54%) were placed when they were under six months old
  • The average age of children placed through Early Permanence was one year
  • Only one child was subsequently rehabilitated to their birth family

Children waiting for adoption

As of 31 July 2026, there were 286 children with a Placement Order who had not yet been placed for adoption across the North West.

This campaign aims to increase awareness and understanding of Early Permanence, helping more people learn about how it can provide children with stability and security from the earliest possible stage in their lives.

By encouraging enquiries from prospective adopters and sharing the benefits of Early Permanence, the campaign highlights the life-changing difference that stable, loving homes can make for children who need them most. Through greater awareness and understanding, we hope to ensure more children have the opportunity to experience the safety, consistency and nurturing care they deserve as early as possible.

What is Early Permanence?

Early Permanence enables babies and young children to be placed with approved carers at the earliest possible stage, reducing uncertainty and allowing children to begin forming secure attachments from the start of their lives.

For many children, this means experiencing stability, consistency, and the opportunity to thrive in a nurturing family environment from an early age and reducing moves in care.

Children need loving, stable homes as early as possible, and Early Permanence gives babies and young children the opportunity to begin building secure attachments from the earliest stage of entering the care system.

By welcoming a child through Early Permanence, adopters can make a life-changing difference, providing the care, stability and sense of belonging that every child deserves.

Together for Adoption is working alongside Regional and Voluntary Adoption Agencies across the North West to raise awareness and understanding of Early Permanence, helping more families learn about this important route to adoption.
